WHEN SHOULD YOU CALL?

Start with what the toilet is doing

You do not need to identify the failed part before calling. The visible pattern helps determine whether the next step is fixture repair, drain service, floor or flange evaluation, or planned replacement.

Constantly running

Water continues moving after the flush, the tank refills repeatedly, the handle sticks, or the fixture cycles on its own. Tank operation and replaceable parts should be checked before replacement is discussed.

Water around the toilet

Water may come from the supply, shutoff, tank components, condensation, overflow, cracked porcelain, bowl seal, flange area, or another nearby source. The location must be confirmed.

Clogged or overflowing

A single-toilet stoppage may be inside the fixture or nearby branch. If a tub, shower, floor drain, or another toilet reacts too, the condition may be farther downstream.

Rocking or loose

Movement can involve loose hardware, an uneven floor, failed shims, a damaged or incorrectly positioned flange, a disturbed seal, or deteriorated subfloor. Tightening alone may not solve it.

The symptom does not identify the repair by itself

Inside the toilet: the fill valve, flapper or flush-valve seal, float, chain, handle, tank bolts, tank-to-bowl gasket, and other accessible components can create running, weak-flush, refill, or leakage complaints. One replaceable component does not automatically justify a complete fixture replacement.

At the supply or base: the angle stop, supply connector, tank connection, condensation, bowl seal, flange, floor level, and subfloor can create different leak or movement paths. Water around the toilet is not automatically a wax-ring failure.

Farther downstream: when the toilet reacts with other fixtures, backs up repeatedly, or returns wastewater, the appropriate scope may be drain or sewer evaluation rather than a toilet-only repair.

Tank operation

Fill level, fill valve, flapper or flush-valve seal, float, chain, handle, overflow tube, tank bolts, and tank-to-bowl gasket as applicable to the fixture.

Supply and shutoff

Visible supply connector, angle stop, tank connection, corrosion, leakage, and whether the fixture can be isolated without forcing an unsafe or deteriorated valve.

Bowl and base

Cracks, visible leakage, movement, bowl-to-floor contact, seal condition when removal is authorized, compatible fasteners, and evidence of prior installation work.

Flange and finished floor

Accessible flange condition and height, floor level, shimming, support, fastener points, and visible signs that the subfloor or surrounding finish may require connected work.

Drain behavior

Whether only one toilet is affected, whether a nearby tub or shower reacts, whether several fixtures are slow, and whether the symptom returns after clearing.

Replacement fit

Rough-in, bowl shape, seat height, wall and door clearances, supply location, shutoff access, floor footprint, mounting, flush performance, efficiency, and commercial control type.

When repair may be practical

A running, leaking, or unreliable toilet may be repairable when the failed component is accessible, the porcelain and support remain serviceable, compatible parts are available, and the repair value makes sense.

When replacement may be stronger

Replacement may be practical for cracked porcelain, recurring failures, unavailable parts, unreliable flushing, an unsuitable fixture, damage tied to the toilet itself, or an owner-approved efficiency or accessibility upgrade.

Wax ring, flange, and floor

The bowl-to-flange seal is replaced when removal and the verified scope call for it. A damaged flange, incorrect height, uneven floor, or deteriorated subfloor requires a separate correction rather than simply installing another seal.

Choose a compatible fixture

A replacement decision should consider rough-in, bowl shape, height, clearances, supply and shutoff position, mounting, floor footprint, flush performance, efficiency, and any commercial or accessibility requirements.

Residential and commercial service

Residential tank toilets and commercial flushometer, sensor-controlled, wall-mounted, or concealed systems use different parts and access plans. Commercial work can require shutdown coordination, building access, compatible parts, and temporary restroom planning.

Permit and rebate check

Permit responsibility depends on the address, jurisdiction, and actual scope. The City of Sacramento lists fixture replacement as residential plumbing minor work. Eligible City utility customers may also review the current toilet rebate rules before purchase.

Does water around the toilet always mean the wax ring failed?

No. Water may come from the supply connector, shutoff valve, fill-valve connection, tank bolts, tank-to-bowl gasket, condensation, an overflow, a cracked fixture, the bowl seal, or a nearby source. The leak location should be confirmed before a repair is proposed.

Is a clogged toilet a toilet problem or a sewer problem?

A clog limited to one toilet may involve the fixture trap or nearby branch. When the toilet backs up together with a tub, shower, floor drain, or another toilet, the problem may be farther downstream. Stop using connected fixtures during an active backup and describe every affected drain when you call.

Should a rocking toilet just be tightened?

Not until the cause is understood. Loose hardware, an uneven floor, failed shims, a damaged or incorrectly positioned flange, a disturbed bowl seal, or deteriorated subfloor can allow movement. Over-tightening porcelain can crack the fixture and does not correct a damaged support condition.

When is toilet replacement stronger than repair?

Replacement may be practical when the bowl or tank is cracked, recurring problems continue after appropriate repairs, parts are unavailable, the fixture is unstable because of its own condition, performance no longer fits the property, or the owner chooses a verified compatible and more efficient model. The flange, shutoff, supply, dimensions, and surrounding floor still need review.

Does Sacramento offer a toilet replacement rebate?

The City of Sacramento currently publishes a rebate of up to $175 for eligible utility customers replacing a qualifying pre-1992 toilet with an approved MaP Premium model rated at 1.1 gallons per flush or less. Approval, inspection, product, address, and funding rules apply; eligibility must be confirmed before purchase or installation.
