THE SHORT ANSWER

Plan all four systems together—even when you build them separately

One coordinated project may make sense when several systems are aging, full-frame windows disturb siding, roof-to-wall flashing needs correction, or suspected moisture damage crosses trade boundaries. Phasing may fit when one component has an urgent failure, other systems retain useful life, a product has a long lead time, or the budget must be distributed. The key question is whether Phase 1 is designed around the connections Phase 2 will need. Otherwise, new roofing, siding, windows, trim, fascia, or gutters may later require modification.

What the master plan should record: Document visible conditions, retained components, urgent failures, installation methods, and responsibility for every roof-wall, window-wall, roof-edge, trim, penetration, and drainage transition. Separate measured quantities from allowances and hidden-condition assumptions. Record access, protection, staging, debris, lead times, selections, permit assumptions, inspection hold points, and the written-change process.

How to compare proposals: Broad prices do not show whether contractors included the same interfaces. Compare removal limits, substrate review, flashing and WRB responsibility, fascia and trim, window method, downspout routing, restoration, disposal, protection, permit administration, and closeout records. Ask whether each phase ends in a durable final condition or a documented temporary one. A lower initial total can simply represent a narrower scope.

Permit planning: Requirements vary by address, authority, structural effect, product, and installation method. Confirm the path before ordering materials or concealing work. A permit milestone does not replace approved details, product instructions, or field verification.

WHERE THE SYSTEMS MEET

The most important details are often shared details

A coordinated scope assigns responsibility where one product ends and another begins. These four interfaces deserve review before quantities and final selections are approved.

Roof + siding

At a sloped roof-to-wall intersection, underlayment, step flashing, kick-out flashing, the wall drainage plane, siding clearance, and gutter must direct water outward. Review the PNNL flashing guidance.

Windows + siding

Full-frame window work normally exposes the opening. Sill, side, and head flashing should connect to the wall's weather-resistant barrier before final siding and trim close the assembly. Review the PNNL window guidance.

Roof + gutters

Gutter alignment depends on fascia condition, drip-edge details, runoff, slope, outlet locations, and downspout routing. When roof edge, fascia, and gutters all need work, the attachment and drainage responsibilities should be planned together.

Siding + penetrations

Lights, vents, hose bibs, outlets, utilities, doors, and windows interrupt the cladding and drainage plane. The plan should identify blocks, flashings, transitions, and clearances instead of relying only on surface sealant.

COORDINATED SEQUENCE

Eight checkpoints before exterior closeout

1. Assess: Review roofing, roof penetrations, roof-to-wall transitions, fascia, soffits, siding, trim, windows, doors, gutters, downspouts, staining, deterioration, access, solar, and utilities.

2. Define the master scope: Decide which systems remain, which change now, which wait, and how later work will connect.

3. Confirm products and responsibilities: Select the window method, roofing assembly, siding profile, trim, gutter configuration, colors, lead times, owner-supplied items, and responsible trade at each interface.

4. Remove selectively and inspect: Open only what the approved scope requires, then document sheathing, framing, fascia, substrate, and water-management conditions before covering them.

5. Complete openings and concealed layers: Coordinate full-frame window flashing, WRB repairs, roof underlayment, roof-to-wall flashing, penetrations, backing, and required hold points.

6. Install roof and wall finishes: Complete the selected roofing, siding, trim, penetrations, and transitions in the order supported by existing conditions and product instructions.

7. Finish gutters and drainage: Confirm fascia and roof-edge conditions, gutter slope, outlets, downspout routes, walkways, landscaping, and visible runoff concerns.

8. Review and close out: Record completed transitions, photos, punch items, product information, permit or inspection status when applicable, and future-phase connection notes.

This is a planning sequence—not a universal field rule. Approved details, manufacturer instructions, existing conditions, and the applicable authority control the final order.

ONE PROJECT OR CONTROLLED PHASES

Choose the delivery model that protects the interfaces

Use one coordinated project when several systems are near replacement, full-frame windows and siding are both planned, roof-to-wall details will be exposed, hidden damage may cross systems, or future work would reopen newly completed materials. One project still uses separate crews in the correct order; it does not mean every trade works simultaneously.

Phase 1 may address urgent roofing, critical flashing, damaged fascia, roof-edge details, gutters, and limited siding removal required for safe integration. Phase 2 may complete full-frame windows, broader WRB work, siding, trim, and finish work. Phase 1 must leave a durable condition and anticipate the future wall connections.

Phase 1 may coordinate full-frame windows, opening flashing, WRB corrections, siding, and trim when the roof remains serviceable. Phase 2 may address roofing, roof-edge details, gutters, and downspouts at the appropriate replacement point. Future roof transitions should still be documented during the first phase.

Decide between insert and full-frame work before final siding quantities, trim, opening details, and flashing responsibilities are approved.

Review remaining roof life

Do not close a roof-to-wall condition with new siding without considering how near-term roof and flashing work will access that transition.

Inspect before finish

Document sheathing, framing, fascia, substrate, and water-management concerns before roofing, siding, trim, or sealant conceals them.

Protect and photograph

Define protection for windows, paint, gutters, landscaping, and completed surfaces. Retain photos of concealed flashing, WRB, backing, and repaired substrate.

Exterior renovation phasing FAQ

There is no universal answer. When both systems are changing, roof underlayment, step flashing, kick-out flashing, the wall drainage plane, siding clearances, and the gutter connection should be planned together. Roofing and critical water-management details are commonly addressed before final siding closes the transition, but existing conditions, approved details, and selected products control the actual order.

Full-frame windows are commonly coordinated before final siding because sill, side, and head flashing must connect to the wall's weather-resistant barrier. Insert windows may allow a different sequence because they usually disturb less of the existing cladding. The installation method should be decided before siding quantities, trim, and interface responsibilities are finalized.

It often makes sense when gutters, fascia, drip edge, or other roof-edge components need work. Final gutter installation is commonly coordinated after the roof edge and fascia are ready. Serviceable existing gutters may sometimes remain when they are compatible with the approved roofing scope and can be protected during construction.

It may reduce duplicated protection, mobilization, removal, staging, and touch-up work, but a larger combined project is not automatically less expensive. Compare line-item one-project and phased scopes. The useful comparison identifies which work is performed once, which work repeats, and how future tie-ins will be protected.

Product availability, color and profile matching, code editions, material pricing, remaining service life, and hidden conditions can change over time. The phase record should preserve photographs, dimensions, product information, and the intended future tie-ins.

The condition should be photographed and explained before it is covered. Work outside the approved scope should be handled through a written change process identifying the added work and any budget or schedule effect. The next layer should not conceal an unresolved substrate or water-management problem.

Permit and inspection requirements depend on the property address, authority, installation method, structural effects, and exact scope. These questions should be reviewed during planning rather than after materials are ordered. This guide is not a permit determination for a specific property.
